Description
Albert Marquet, French painter, was a friend and contemporary of Matisse. In his early days he paralleled much of the Fauve development. Not sure of the harbor or date. I spotted this in the window of the Gallerie de la Presidence on the Rue St. Honore in Paris back in 2011.
