Atlantic City, New Jersey is built upon sand. Since it's founding in 1854, periodic hurricanes and nor easters have ripped apart the boardwalk and ocean front. Back in 1889 a dollar could take you from the Camden Ferry across from Philadelphia directly by express train to the beach. It only took fifty minutes. You could rent a bathing suit for a quarter or strut the boards. With no air conditioning a trip to the ocean was a godsend for the day. Philadelphia is notorious for muggy summers. People dressed up and wore their best clothes. Things were more formal back then. Appearances counted a lot as jobs and working life were so tenuous. Victorians worked long hours for meager wages. There were no guarantees. The Boardwalk got its name from an Alexander Boardman. Train conductors and hotel owners came up with the idea as a way to keep visitors from ruining carpets with tracked sand. The rest is history.
